The detailed rules it uses to interpret that information are part of Apple’s private Symptom Framework. Apple has not published the complete architecture, decision logic, remote-endpoint list, upload policy, or expected traffic baseline. It is therefore reasonable to describe the verified responsibilities, but not to invent a more specific monitoring or probing mechanism.

Why it talks to the network

Changes to the Mac’s network configuration can trigger work by symptomsd.
