Its responsibilities have instead been inferred from Apple’s launch configuration, executable metadata, entitlements, sandbox profile, linked frameworks, and implementation symbols. Why it talks to the network

How much traffic is normal

Normal iCloudNotificationAgent traffic should be very low and bursty. Registration exchanges, heartbeats, push handling, and account or storage metadata requests are much smaller in purpose than file-sync or photo-sync payloads. Long idle periods followed by short bursts are therefore more consistent with its known responsibilities than continuous heavy transfer.

Sustained bulk transfer should not be accepted as normal merely because the executable contains “iCloud” in its name. Can you turn it off

The practical recommendation is to keep iCloudNotificationAgent enabled. Apple provides no dedicated System Settings switch for this agent, so there is no supported settings path that turns off only iCloudNotificationAgent while preserving all of its functions.
